problem picking gcc 4 instead of gcc 3.3 on a particular machine

So  I have  a project that I open on one machine and it's using gcc4.  I open it on another machine, and it's using gcc3.3.

I do a gcc_select, I get:

Current default compiler:
gcc version 4.0.1 (Apple Computer, Inc. build 5247)

But any project I open up, I select the target, and I see that the system C rule is GCC System Version (3.3).

On my other machine, it's gcc4.

I've googled, I've looked at the XCode doc, no luck.  There's obviously something obvious I'm missing beyond gcc_select...

This is XCode 2.2 on a Quad G5 running 10.4.5
