Getting xcconfig file changes to trigger subproject builds

When I make changes to a common xcconfig file, the subprojects that
also use the xcconfig file are not being recompiled. Only the current
project file is recompiled.

Is there something that I need to do to get the dependencies to work
correctly with xcconfig files? Or is this a bug in Xcode?
