XCode is indeed free (and part of the Developer tools) , the installer
will have put it into /Developer/Applications
You can download the latest version from connect.apple.com (free
registration required).
What version of Mac OS X do you have ?
Xcode's predecessor was called Project Builder.
I you only have Project Builder then I _STRONGLY_ recommend you
update/upgrade to the latest and greatest OS and tools.
