Did you look under /Developer on your system? Anyway you can download the latest (requires 10.4) from the following site...

I saw that it's a lot of documentation on the Apple site.
Can you give me any tip: where should I start from? I guess
I'll go for C or Java, but I might try some other language.
It seems that there are this AppleScripts that offer the
possibility to create very complex applications.

Objective-C is the mainstay for application development on Mac OS X.
