Objective-C is the mainstay for application development on Mac OS X.

Except for critical applications like Finder and iTunes...

I don't think it makes sense to recommend Cocoa (or Carbon) until Miky provides more requirements.

BTW, it's also worth mentioning that you can download Xcode <http:// developer.apple.com/tools/>, though if you have a version of Mac OS X that can run it, it's probably on an installation CD/DVD.
