Except for critical applications like Finder and iTunes...

I don't think it makes sense to recommend Cocoa (or Carbon) until
Miky provides more requirements.

Cocoa depends heavily on Carbon, if you are doing any serious Cocoa development you will have to dive down (ok more like swim over) to Carbon from time to time. I don't really see a divide between the two (if you are learning which the OP seems to be Cocoa is a great place to start and Carbon will come into it as things progress).

Language wise Objective-C/C++ (and of course C which Objective-C is a
superset of) are the main development languages for Mac OS X (the main
languages that meld directly with the majority of frameworks that Mac
OS X provides). So if you want to do development on Mac OS X for Mac
OS X it is best to learn Objective-C (and by relation C, learning C++
IMHO is something to save for a more advanced skill).
