Can you tell us more about how you are building your application?
Which compiler? What min/max target for the OS? etc.
My build environment is as follows:
Xcode Version 2.2.1
Xcode IDE: 656.0
Xcode Core: 660.0
ToolSupport: 651.0
gcc version 4.0.1 (Apple Computer, Inc. build 5250)
I have not set "Mac OS X Deployment Target" to anything but that
should not do anything with it, should it? My code should run on
10.4 and above.

What are you building? If you are building a kernel extension, you
need to download and use the 10.4 sdk instead of the 10.4u.sdk to
build the PowerPC side. It's available from the ADC site, or on the
Xcode 2.0 disk that shipped with Tiger.
