Just to be sure:
Since the GCC build (5367) has been bumped, a machine running 2.4.1
will not be able to distribute to a machine running 2.4, correct?

Those look like the release notes for Xcode 2.4, not the release
notes for GCC and GDB that Chris mentioned...
Version of GDB installed with the new Xcode Tools:

Version of the release notes:

Version of GCC included with the new Xcode Tools:
i686-apple-darwin8-gcc-4.0.1 (GCC) 4.0.1 (Apple Computer, Inc.
build 5367)
Version indicated in the release notes:
"Xcode 2.3 Release: Apple's GCC 4.0 is now based on version 4.0.1
of the Free Software Foundation's GNU Compiler Collection."
And incidentally, the release notes for Xcode accessible from the
Help menu seem to be for version 2.4, not 2.4.1:

I seem to recall that something similar happened when 2.4 came
out; the release notes were all titled as "2.3".

I'm reading the document from the Help menu. The first few lines are:

The About Xcode Tools document discusses Xcode and its role in
development on Mac OS X.
Xcode 2.4.1 is a minor update that fixes some known problems in
Xcode 2.4.
These Release Notes contain information about both Xcode 2.4 and
Xcode 2.4.1.
