other linker flags differences

Make a new Cocoa Application project. "Other linker flags" is blank.

Make a new Cocoa Application target within the project. "Other linker flags"
is:

-framework Foundation -framework AppKit

...for this new target. My question is:

(1) Why this difference?

(2) What difference does it make? It seems to me that the second target
builds a lot faster but that could just be my imagination. m.
