This result suggests the problem isn't with env-vars. It's something else.
Exactly what it is can only be guessed at... or debugged. I'm not sure
what would be necessary to debug this, but a good first step would be
filing a bug-report, with as much info as possible, including the URL of
this message-thread in the list archives:

It may be possible to find a work-around with some perseverance,
cleverness, and a good understanding of how Xcode runs its SCM cmds. For
example, start by replacing the CVS commands-dir with the pathname of
diagnostic versions, to get a more detailed picture into the entire context
that Xcode runs CVS in.
