I personally think that All registered Hot-Keys should go through one
UI and there should be a way to globally disable it from the user's
point of view and optionally disable it on an Application basis. Allow
the user to have different sets of hot keys as well.

It might take a couple releases to get 3rd party folks to comply, but
I think everyone would be happier (both developers who would have a
consistent UI to handle such tasks and users who would have the option
to control their hot keys better).

Here's a bug I submitted 3 years ago (minus a couple days and some minutes:). Note that it's marked "Duplicate". So it ain't just me. But that shouldn't stop anyone else from also complaining. "Everybody on the truck!"
