I'd use the feedback address or Radar to request release notes that
are useful. NDAs aside, you shouldn't have to ask here to know what's
new in a release of Xcode.

Are you suggesting you are willing to screw up your development
system in the middle of a project if there *is* something worth
downloading? LOL
It's pre-release software. At some point it will be just-released
software. I wouldn't trust either one if I were at a critical stage
in my development.
