I'd have to strongly disagree with that remark about SetFile.
Apple's own support article tell end users to run it.

Yes, they're actually suggesting that end users download the Xcode
tools (at 924megs and needs an ADC account..), install them, and
run a simple command with SetFile.
So it looks to me as if SetFile has moved to "end user" command
line tool.
Right. The idea of asking a user to first register a developer
account, and then do a huge download to solve a simple problem is
not appealing as a solution.
Rez, DeRez, GetFileInfo, and SetFile address scenarios that come up
fairly regularly for AppleScript (and other scripting language)
users. Also 'sdp' is another tool in the same category.
What about the notion of a "Dev-Tools-Mini" download which would
include those tools and possibly not require the user to register a
developer account?
As with most requests for enhancements or improvements, filing bugs is
the best way to ensure that we (Apple) see the issue. A bug report
especially focused on the support article above would be good too.

(And yes, that's an example of an absolutely horrid kbase article
by Apple, they should have just written a one-off tool and included
it as a download).

Also for GetFileInfo and SetFile.
I don't think you'll see those tools move to the base install of
Mac OS X since they are considered developer tools.
