Usually: Yes.
From what I see on my Mac, as this folder inflates well (730 MB in
my case), it might be a good candidate for a spring cleaning when
free space is required on a partition.
It may grow up to a GB, regardless of the startup partition size
and / or free space. There are some defaults you may set from the
commandline to limit the size. The list archives will tell you which
ones.
On a side note: what's wrong with ~/Library/Cache?
That it is the location where one'd EXPECT the temp files.
Zynismn aside AFAIK the reasoning is: As in Cupertino's setup ~ maps
to a netboot directory, this way it is ensured to be on a local disk.
Since the folder is suffixed with a uid, one may think this folder
could be put into ~/Library/Cache. And it would be easier to detect
it if it was located in the user home folder.
Hey, why would you want THAT?
