It better be. If not, file a radar.
From what I see on my Mac, as this folder inflates well (730 MB in
my case), it might be a good candidate for a spring cleaning when
free space is required on a partition.
On a side note: what's wrong with ~/Library/Cache?
It is often on a network account and the cache contents often tend to
be very specific to the configuration of the machine they were created
upon.
This is not limited to Apple employees. Lots of Xcode users have
network accounts.
Furthermore, /Library/Caches/...UID... is a standard pattern.
