Problem installing xcode tools on leopard

I have a new Macbook Pro that came with OSX 10.5 installed. I am trying to install XCode Tools 3.0 which I downloaded from Apple. When I click on the XCodeTools.mpkg, the installer displays a message stating that it "Couldn't open Xtools.mpkg". I see the following error in the installer log file.

PFPackage::packageWithUDL - can't instantiate package: /Volumes/Xcode Tools/XcodeTools.mpkg
Invalid Distribution File/Package

The installation and computer are brand new. I have applied all of the available updates to the OS.

Anyone have suggestions as to what the problem may be?
