JDK 5 for Netbeans 5.5

I'm totally lost. I'm sure there is an easy answer and I'll be embarrased.

My objective is to install netbeans 5.5.1 on OS X 10.4.10. When I launch the installer it says I need JDK 5.0 or greater, and moreover that:

You can get JDK 5.0 or later from http://developer.apple.com/ java/download/

which does not seem to be true. I've searched under the various names that it might also be referred by. I contacted apple support and they told me "it's in Xcode". That seemed reasonable, but I've updated my Xcode and that appears to include Java 1.4.

Help?
