the Refactor menu item is only enabled when one of the symbols in

source is selected in an editing window.
I had this problem a few weeks ago, when I decided to try to using the
Refactor functionality for the first time, and it was always disabled,
no matter what I was viewing or had selected in an editor window.
After quitting and restarting Xcode, suddenly it worked. *shrug*

I've checked! The refactoring menu item will be disabled even when a
symbol is selected
in an editing window, UNLESS the associated project is also open.
