Unfortunately, it's not checked (never has been). Further evidence that contributes to the fishyness is that once Xcode seems to get in this weird state, even opening unrelated source files sometimes causes the current window to be reused and the previous file to be latently open.

Okay, then looks like your editor window contains a "Grouped" tool bar button. Click it to change it to "Ungrouped".


This window tool bar preference decides whether to open new windows or open files in the same window.
