I didn't have it on (I had never noticed that option) but it doesn't
matter. That only affects what happens when you resize the window.

inside to move as if they were bound to the bottom, which really makes
it painful to rearrange items in the box. I can't see any setting
that would cause them to do that. It doesn't happen with controls
embedded in a user pane. If I replace each control with an
identical-looking new one, then it behaves as expected. Anyone know a
workaround? Even hand-editing XML might be worth it.
