Making Window Menu in Interface Builder 3

Using Interface Builder 3.0, I dragged a Windows Menu Item from the Library to the menu bar of my Cocoa nib. (And hooked up the actions.) When I run my non-document app, the window doesn't appear.

If I drag the Windows menu from a Cocoa nib I created in an earlier version of Interface Builder, it works. (Again, I hooked up the actions to First Responder.)

I don't see any difference between the two menus. Is this a bug in IB? (I vaguely remember something about a bug with the standard font menu.)
