I believe the operative phrase is "a COMPILED xib file (a flat nib
file)." The NIB that results from compilation does not include the
supporting information that makes it possible to edit it. The error
message from ibtool is "Interface Builder cannot open COMPILED
nibs." My experiment with "ibtool --generate-stringsfile" on a .xib
file extracted strings just fine.
Your workflow of generating strings _from your compiled application_
no longer works because the editing information is no longer
present. You have your own .xib files (don't you?). Why not use them?

Because i'm using a tool that rely on this workflow (iLocalize).
"Localization Suite" (an other tool) does not even recognize xib
files. If someone know a good localization tool (with incremental
localization and glossary support) that support xib, I will be happy
to try it.
Until then, i will "refactor" my workflow and do my own "shell script
based" localization suite ;-).
