I found my problem!

It turned out the SDK path was already set to that.  But the project
also had SDKROOT_ppc and SDKROOT_i386 hardwired to want an SDK in
/Developer.

I'm a little hazy as to why we had those individually specified (I'm
not the original developer), but when I set them each to find the SDK
in DEVELOPER_SDK_DIR, my build succeeded, both from the project and
the command line.
