Yes. Exceptions apply, but only in very, very rare cases.

Looks like it. You can also set the minimum required OS to 10.4

If you were building for OS X < 10.3.9 there would be additional steps involved (i.e. using gcc 3.3 for PPC), but not for 10.4 and up
