Yes. Exceptions apply, but only in very, very rare cases.

Looks like it. You can also set the minimum required OS to 10.4
This would be the "Mac OS X Deployment target" setting?
To what would my use of "Compiler Default" as value target?
What happens if it's set to 10.4 and the app bundle is executed in 10.3?
If you were building for OS X < 10.3.9 there would be additional
steps involved (i.e. using gcc 3.3 for PPC), but not for 10.4 and up
