I have downloaded Xcode 2.5, and the mismatched Xcode versions were the whole issue. Thank you to all that replied.

Make sure that you have the latest supported version of Xcode for that
version of Mac OS X installed. IIRC Mac OS X 10.4 shipped with Xcode
2.0, and the project extension changed with 2.1 that shipped later.
Xcode 2.5 is the last supported version of Xcode for Mac OS X 10.4,
and is what you most likely should be using.
