Make sure that you have the latest supported version of Xcode for that version of Mac OS X installed. IIRC Mac OS X 10.4 shipped with Xcode 2.0, and the project extension changed with 2.1 that shipped later. Xcode 2.5 is the last supported version of Xcode for Mac OS X 10.4, and is what you most likely should be using.
