How much disk space do you have available? You need about three times
the size of the doc set.
If that isn't the issue, please try this while running in debug mode
from Terminal and file a bug with the text that is output to Terminal:
/Developer/Applications/Xcode.app/Contents/MacOS/Xcode -DocSetDebug 1
