How to make Xcode a "Recommended Application" ?

When I try to open a file from Finder, using right-click -> Open With, it opens up the Applications folder which has the same contents as the Applications folder I can open from the default Dock.  Xcode is never in this list and I want to know if there is a way I can put Xcode in this list?  Even better if I could have it be a "Recommended Application" and show up right on the top level there.  I always have to go hunting my hard drive to open files like 'Makefile' with Xcode.  Even if anyone knows what I should Google to find the "howto", that would still be great help. Ty!
