Cleanup the Safari cache and try again.
I don't think that will help.
Immediately after opening the above URL (in Safari, I didn't try
Xcode) hovering over the info button shows the tooltip normally. After
clicking in the main doc pane, however, hovering over the info button
scrolls to top.

P.S. I vote to keep the tooltips, assuming this behavior can be
corrected.
