Okay you have made reason. And I cannot resist :)
Point 1: we not discuss XCODE,
so this is not Windows, so this is not problem of WIN GUI
and this is not NEXT, so we cannot take advantage of it.
Pont 2:
You claim that current MAC OS X + XCODE design to switch between files is
best of all? Then lets do mind-experiment.
A) you have XCODE with menu and 10 opened files.
B) I have XCODE with 10 TAB-panels.
We start timer to see who faster will switch between all 10 files.
First, second, third...
You need: Click and DRAG to choose Nth item in the menu. This is not
possible do fast. More job for hands, for eyes.
Me need just small move by mouse and click, click, click.
Anybody think that menu-way is faster? Obviously not.
Not talking about hidden info - how many files and WHICH are opened there
now.

As all of us :-)
Also I cannot catch why you think that TABs is so bad design, and it is
limited to Windows GUI...
Then why such great OS X apps as Safari, PathFinder, TextMate, ... Have
them? What troubles of *OS X GUI* they try to resolve with help of TABs?
Can you explain in more details?
P.S. Actually TABs is the last issue of XCODE which worries me.
Lets be happy with menu clicks :-)
