Taking a closer look, every app has it's localized resources. It seems there's no system-wide file with these translations for every app to use.

I get this, but in the way I thought it worked, one would need to specify only these exceptions, not everything.
One more reason made me think there was some "system magic": when my app's XIB was in English, a few menu items were translated to Portuguese without any action on my part. I don't remember which, though.
So, I am still not sure that we'd have to translate the menus everytime. I didn't try genstrings yet, but I don't think it can help with this. I just started reading the docs...
