The first thing to be aware of is that beta SDKs are under the nondisclosure agreement you accepted, and not to be discussed in public fora. Try the developer forum Apple provides off of developer.apple.com.

Your (1) has been answered in the installation notes in every Xcode release for a couple of years now. You may have developer directories in addition to /Developer. I won't try describing how to do that; it's in the installation notes.
