The first thing to understand is that an SDK distribution is a complex thing. That is, it includes the development software and the frameworks necessary to build applications. When you install an SDK downloaded from Apple, by default it will replace or update your current /Developer installation, including all OS version support. But generally (although I cannot speak to beta 4) you may install support for targeting earlier OSes than the SDK installer by specifying them in the installer. This is aways a good idea as you can't rely on when an SDK installer will add, update, or replace.
An issue may arise that you may not be able to install certain minor versions--i.e., only a single major version may install, such as 3.2 but *not* 3.1. If you need to keep an in-bwteeen version you may have to do a side-by-side install, as Fritz indicated.

Again, I cannot speak to beta 4, but historically you could develop with impunity, but you could not install an app on a phone without the newer OS version. There really isn't any sensible reason this would *not* be the case--you need a the newer OS to support the newer frameworks you are linking to.
