No, actually it doesn't. It reflects a severe lack of specifics from the people who are bitching about not being able to have separate, overlapping windows. Continually harping on that, when it's clearly possible (and easy) to do, is a waste of time if their complaints are actually akin to yours.

WTF! I couldn't agree more with your gripe on that one. I would never have imagined that behavior. What total detachment from reality. Where is the thought process that produces a decision like that?
Xcode has always had a huge problem with document display. Starting with the ridiculous confusion between recent and open documents, which disappointingly continues in Xcode 4. We could go on and on, but with regressions like the one we're talking about, and the failure to address longstanding design errors in this area, it seems futile.
I recently returned to Visual Studio after almost 10 years and found insufferable defects still there after all this time. And it's nowhere near as slick as I remember, whereas Xcode improved quite a bit in that time. I was about to write a detailed comparison, in which I looked forward to extending some plaudits to the Xcode team for improving a lot and providing (in many ways) a much better experience than Visual Studio.
But one area in which Visual Studio still wins handily is document display and organization. I wonder if you'd like the current VS arrangement, with its extensive use of tabs that can be torn off as floating windows as you see fit. For those who want a single window, the tabs are sensibly arranged by default. Check it out:
