In Xcode Preferences->Behaviors->Run Starts check "Show Tab" and then give the tab some name (Debug or whatever). Then when debugging starts, if there's a tab with that name, it will use that tab. But if there isn't, it will open a new window with that named tab, and use that for debugging.
