FWIW, you can subsequently drag that "Debug" tab out into its own
window (just tried it) and Xcode will in fact remember that the Debug
tab should be in its own window even if you close it.
My 2nd window did not come back when I closed the 2 project windows
and re-loaded the project (though I'm not stuck on 4.1 still for
legacy support reasons so YMMV).
