This isn't exactly the solution you want.
Chose "Preferences..." from the Xcode menu
Goto "Behaviours"
For the "Run starts" behaviour, check the "Show tab" checkbox and type
in the word "Debug" into the accompanying edit field (what you type
doesn't matter as you will well know, I'm being overly pedantic today)
Also check the checkbox below "Show tab", and choose "Show" in the
popup and select "Debug Navigator" as the navigator of choice.
That should give you a Debug tab when you begin debugging.
I also have some of the other Run actions configured to show my
"Debug" tab (like when my executable crashes or generates output).
You could (in theory) drag the "Debug" tab out into its own window,
but I don't know what consequences that will have (going to try it
myself as I just thought of it, thanks!).
