SVN is significantly better than CVS, but it’s an incremental improvement, whereas git or Mercurial are fundamentally different & more powerful, being distributed systems. I would never, ever go back to SVN unless forced.
I agree that upgrading from CVS to SVN now would be like, say, upgrading from a Palm to a BlackBerry and ignoring the iPhone. :)
