Yes, that's what I'm saying, as multiple users at multiple computers was the situation we were talking about (see the original message from the OP).
And to be absolutely clear: it is clear to me that the conditions are (i) || (ii), not (i) && (ii), so if you're commercial or an educational institution you can ignore (i), but you're restricted by (ii).
