Xcode has always had a lot of menu items, more menu items than what we can provide reasonable simple shortcuts for. We try to provide the most commonly used menu items the best shortcuts, but even so, we still end up with less than ideal shortcuts in some cases. In part because there's just not enough keys and modifier keys, and in part because people have different opinions...
As always, please file enhancement requests using the Apple Bug Reporter if you have suggestions for how to improve things.
