Technically true, but you can't require that people become experts with the tool before they can be productive with it, a position Xcode 4 has moved much closer to enforcing. I'm no expert with Xcode 3.2.6 but I am quite productive with it because it is so flexible that it allows me to do things my way -- and probably not the way envisioned by Apple. Xcode 4 doesn't "outright" prevent me from doing things my way, but by the removal of vanilla workflow flexibility and adaptability it's going to take a lot of effort and downtime to get back to the level of efficiency I currently have with Xcode 3, if indeed that is even possible.
Perhaps you could explain what "problem" the Xcode 4 redesign was trying to address?
