Pretty sure I downloaded "xcode_3.2.6_and_ios_sdk_4.3.dmg" from
connect.apple.com, and I installed that to a different directory than /Developer.

For iOS development you need to download the "iOS SDK" (that includes Xcode). It doesn't sound to me that you did? You probably have just Xcode, and not the iOS bits? Not sure where you'd find older versions of the iOS SDK though.
