Yes. "installed" for Xcode off the app store means "downloaded and placed in your applications directory". So the app store sees it as up to date but until you run the installer, nothing has happened.

There is room for a better process there. I'm sure lots of people forget, after the first time when you have to run the installer or have no Xcode, that the app store saying up to date doesn't quite mean it, you have to run the updater.

Perhaps for any Xcode rub out of the default location (ie one you didnt install then move to a backup dir) the little progress window at the top should warn you have a more up to date version awaiting install.
