Indeed.
The <none> entries are a bit less than useful, because they represent information suppressed from the display. If you click on the setting to select it, you'll see values all the way across.
Here's what I'm getting:
-- If the project-level setting is set explicitly (either to Yes or No), then the target-level setting inherits it correctly.
-- If the project-level setting is unset, it appears to default to Yes (and is shown that way at both levels), but it's inherited as No by the target setting.
-- In the latter case, the Mac OS default is shown differently at the two levels (one Yes, one No).
So I agree it's a bug, but the easy workaround is to choose an explicit value at the project level.
