From a 10.5 machine, clicking the 4.2 for Lion link takes me to a Snow Leopard download, but at least I can get the dmg. From a 10.7 machine, I can't seem to get a dmg at all, it just wants me to use the App Store. (This is from the Mac dev page, I can't test the iOS page since I can't agree to their terms.)

The "Install Xcode.app" from the App Store actually has the installer package in it.
Select it in the Finder, right-click and choose Show Package Contents.
In the Contents/Resources directory there is an Xcode.mpkg installer package.
Double-click the installer package and you can install the same way as the old dmg download. You can specify the installation directory and choose various options.
