Xcode 4 File target membership panel not appearing

The file Target Membership panel in the Utilities view shows target membership for the selected file.
At least it does sometimes.
On most occasions, however, the target membership panel simply is not displayed.
All files are assigned to targets. There are 67 in total, if that matters.

Any ideas?
