Perhaps it was never shipped for iOS? (I can't find it in my own install, and I'm not sure why it appears in your Simulator4.3 SDK install, but I on't have one here to check).

Because we only ship the latest iOS developer SDK, and the latest SDK at the time of Xcode 4.3.1 was the 5.1 SDK.
