OK perhaps that's why I haven't seen what you are seeing.
I have one magic mouse but being left-handed (sinistra)
I am not dextrous enough to use most of it's capabilities.
So my settings in System Preferences/Mouse have all the buttons set to Off
(or Primary Button for the top areas around the scroll ball).
My Scrollable setting is Vertical and Horizontal.
Zoom is set for ^Control and scroll ball. (But I rarely need it now I am using HiDPI)
And Move content in direction of finger movement is checked.
Perhaps those settings are why I don't see what you do.
Flicking the scroll ball on my setup just scrolls a bit and then stops.
When it gets to the end it doesn't go any further.
Anyway glad you might have found something to satisfy your needs.
