I stumbled on the fix. I was trying to install Xcode from the developer disk image/installer package download from the Developer pages. Turns out that if you installed Xcode from the App store download, this will not work. You can reinstall Xcode using the 'Install Xcode' application in the Applications folder.

Now to figure out what the heck is going wrong with the Mac Ports installation....
